青岛新天地固体废物综合处置有限公司
日前，上海市劳动和社会保障局下发了《关于加强企业内部工资分配工作的指导意见》，《意见》中提出，一线职工未增加工资的，经营者工资也不能增加。
据报道，催生这一文件的背景，是近年来上海部分企业工资“只涨老总不涨员工”的情况。2006年，上海市总工会对250家企业一线从业人员进行的调查显示，50.6%的职工在近3年内没有加过工资，最长的6年来分文未加，与经营者和管理层的收入差距越拉越大。
《意见》指出，企业要关注一线职工工资分配问题，对工资水平低于全市职工平均工资一定比例，或两年以上不增资以及工资增长缓慢的一线职工，在安排工资增长时，要予以倾斜。要采取有力措施，保障一线职工的工资随企业的发展而提高。同时，企业应完善工资正常增长机制，将企业发展与职工工资增长相结合，合理制定职工年度工资增长计划。
为使企业处理好不同岗位人员的工资分配关系，《意见》强调，企业应参照劳动力市场工资指导价位，合理确定经营管理、专业技术及生产服务等各类人员的工资水平，使各类人员工资差距保持在合理的范围内。要规范企业经营管理者收入，确定管理者与职工收入合理比例。一线职工未增加工资的，经营者工资也不能增加。对于企业内部工资分配随意性较大的问题，《意见》要求企业结合实际，制订岗位工资制度、奖金分配制度、津贴补贴分配制度、工资支付制度等。企业应确定合理的工资结构，使工资的相对固定部分和浮动部分保持合理的比例；明确奖金的考核办法、考核周期及发放时间等；规范工资支付项目、支付形式、支付周期等内容，并对加班加点、病假等特殊情况的工资支付做出明确规定。
根据2007年本市企业工资增长指导线的通知，2007年本市企业工资增长平均指导线为9%，上线为12%，下线为3%。凡生产经营正常、有盈利的企业，上年工资水平在全市职工平均工资左右的，可参照平均指导线增长工资；上年工资水平在全市职工平均工资50%左右的，可参照上线增长工资；上年工资水平在全市职工平均工资2倍左右的，参照下线增长工资。亏损的企业，可参照下线增长工资。
传统产业通过高强度开采和消耗自然资源，获得较高经济增长率，但同时也造成了大量资源能源的浪费和严重的环境污染，极大地制约了经济社会的可持续发展；而静脉产业园区是国家倡导建立的一种新型工业园区，通过园区内以及园区外的中间产品、产品和废物的相互交换从而实现物质的循环，通过能量、水和信息系统的高度集成使用和基础设施共享的方式构建园区工业生态链，并形成固废资源化和固废处理处置的特殊产业集群，从而使资源得到最佳配置、废物得到有效利用，从根本上解决经济发展与环境保护之间的尖锐冲突，是实现循环经济的有效手段。
青岛新天地生态工业园（静脉产业类）以“3R”（减量化、再利用、再循环 ）为指导原则。园区位于山东半岛城市群和半岛制造业基地中心地域的青岛莱西市姜山镇，与韩国、日本隔海相望，具有明显的交通和区位优势。园区规划占地面积为220公顷。公司于2005年3月委托山东大学编制园区建设规划，整个园区划分为研究区、实验区、服务区、生产区4个功能区和1个预留区。
2005年12月，园区建设规划通过了山东省环保局组织的专家评审，2006年2月山东省环保局批准园区为山东省生态工业示范园(鲁环函〔2006〕17号)。2006年3月，园区规划又通过了国家环保总局组织的国家级生态示范园区专家评审， 9月经国家环保总局批准建设国家生态工业示范园(环函〔2006〕347号)。该园区是国家环保总局批准的国内首个也是目前唯一一个国家级静脉产业类生态工业园。
研究区建有国家环境保护固体废物资源化工程技术中心，该中心由我公司与中国环境科学研究院和青岛市环境科学研究所合作建设。中心的主要研究内容是：固体废物处理技术、危险废物鉴别技术、可利用固废的资源化技术、污染土壤修复技术、新能源开发技术，以及各种测试手段的建立、相关技术标准的制定、验证和人员培训等。该项目的开展将为固体废物资源化和循环经济的发展提供技术支持，成为园区固体废物处置技术的孵化器，促进环保产业的科技进步。
服务区主要建设山东省固体废物信息交换中心，为青岛危险废物处置中心和山东危险废物处置中心及园区提供及时有效的信息服务。该中心将收集和提供山东省危险废物、医疗废物、固体废物和电子垃圾的回收、交换和处置信息，实现信息和基础设施共享，以使固体废物得到快速高效的交换和处置。
根据青岛新天地静脉产业类生态工业园区总体规划，青岛新天地公司还将在以下方面开展业务：电缆(电线)、电机、变压器等机电产品的综合利用，废塑料、废橡胶、废玻璃的综合利用，废日光灯管的处理，易拉罐的再生，废硒鼓、墨盒、电池的处理和综合利用，废纸及废纸板等的处理与再利用等。
随着以上项目的实施，青岛新天地静脉产业类生态工业园将逐步发展成为山东东部大量危险废物、工业固废和电子垃圾等的终端处理站，园内将形成完整的物质和能量代谢链网。
青岛市是我国的重要经济中心城市，目前构筑建设的六大产业集群已成为山东省的经济龙头。为保证六大动脉型产业集群持续和健康发展，建设与六大动脉产业集群相匹配的静脉产业已成为青岛市政府面临的一项战略任务。青岛新天地生态工业园(静脉产业类)的建设，与六大动脉产业集群共同组对，构成一条完整的且具有鲜明特色的“6+1”生态工业体系，以带动和促进青岛市乃至全省循环经济的发展，为建设资源节约型、环境友好型社会做出积极的贡献。
Introduction to Qingdao New World Eco-Industrial Park (Venous Industry)
Traditional industry maintained its high economic growth rate by intensively exploring and consuming natural resources. It caused enormous waste of resources and energies and brought about serious environmental pollutions, and therefore restricted the sustainable development of the economy and the society. Venous industry, on the other side, focuses on the recycling flow of resources and the reduction of energy consumption. Venous industry refers to the industry which turns solid wastes into reusable resources and then uses them in productions; it includes two stages: from solid wastes to raw materials, and from raw materials to products. Venous industry fundamentally solves the conflict between economic development and environmental protection, and is the effective way to develop recycling economy.
Qingdao New World Eco-Industrial Park (Venous industry) is guided by the “3R” principles -- reduce, reuse, and recycle. The Park has its advantages in terms of transport and geological location; it is located between Yantai, Weihai，Qingdao and Rizhao, the most developed areas in Shandong peninsula area. The Park has an area of 220 hectares and it is divided into four subregions: research region, testing region, service region, and production region, and also one spare region for further development.
The eco-industrial park makes the testing region and the research region as its base, the service region its center, and the production region its driver. It achieves the recycling of substances through the exchanges of middle products, products and wastes between inside and outside of the park. It constructs the park’s eco-industrial chain through high-level utilization of energy, water and information system and infrastructures sharing. Special industries for solid wastes reuse, treatment and disposal are formed, and therefore resources are allocated optimally and wastes are reused effectively.
In research region, Qingdao New World Company and Chinese Research Academy of Environmental Sciences jointly set up the National Environmental Protection Research Center for Solid Wastes Reuse Technologies. The research of the Center will be focusing on solid wastes treatment technology, hazardous wastes identification technology, reuse technology of recycled materials, polluted soil remedy technology, and technology for new energy exploration. It will also serve to set up some testing methods and technology standards. This center will provide technological support for solid wastes reuse and the development of recycling economy, and becomes as the testing laboratory for solid wastes disposal technologies in the Park.
In production region, there exists a regional hazardous waste disposal center which is established according to National Construction Planning for Hazardous Wastes and Medical Wastes Disposal Facilities. This center can safely dispose various solid wastes produced by enterprises in the park and therefore no solid waste would be discharged from the park.
In December 2005, the Park was approved by Shandong EPB as the province’s pilot eco-industrial park. In March 2006, the Park was approved by SEPA and became the first pilot venous eco-industrial park in the country.
